I know GTA: San Andreas was released a LONG time ago. Second, yes I own an original copy of the game. My Xbox is modded using EvolutionX, and the other day I was having trouble launching GTA San Andreas on it. After tons of searching and experimentation, I’ve found that in the EvoX settings that these values work perfectly:

Video Standard: NTSC – North America
Game Region: Auto
TSR: Disabled
In Game Reset: No

I don’t use In Game Reset at all anyway, I can simply walk the two feet to get to my Xbox to turn it off. I have absolutely NO idea what TSR is, and I’m in the USA so the video standard here is NTSC anyway. These settings worked for me, though there may be a possibility that they won’t work for you. Worth a shot anyway!
